Killer Cop Simon Beaulieu Charged in Death of Cyclist Guy Boulin (Quebec)

Quebec City police officer Simon Beaulieu has been charged with criminal negligence causing death and dangerous driving causing death for hitting and killing a cyclist, Guy Boulin (48), with his police vehicle on September 3, 2014. Beaulieu is set to appear in a Quebec City courtroom on October 16, 2015. This is a rare case in which an officer is actually charged in a case where police have killed someone.

On September 3, 2014, officer Beaulieu attempted to intercept Guy Blouin who was simply biking the wrong way down a street. The cyclist was hit by the cruiser, which was apparently reversing in high speed toward Boulin, and died in hospital several hours later.

Incredibly Beaulieu was promoted to the rank of investigator in Quebec City’s police department only a month after the fatal collision. He got the promotion despite the investigation into his killing of Boulin being ongoing at the time. A general duty officer at the time he killed Boulin, Beaulieu was not reassigned to administrative duties following the killing.

The case was investigated by the provincial police Sûreté du Québec because the killing involved local police. The Quebec City police department claimed to co-operate fully with the investigation.

After Blouin was killed the Quebec City community of St-Roch held vigils and protests on his behalf. According to community group spokesperson Pierre Frappier, of the Comité des Citoyens de St-Roch: “At that time, people were afraid. People were angry.” While the community group is pleased to see charges finally laid they question why it took nearly a year to do so. Said Frappier: “I find it hard to believe it took almost a year for whomever’s in charge to finally determine that somebody is guilty of those things, or that he should be charged.”

A sign left at the memorial site in honor of Guy Blouin reads, in French, “Police officer or murderer? Peace to the family, we are with you.”

Inquest into Deaths in Custody of Joseph Allan Kiss (25) and Adam Kenneth Reed (30) at North Bay Jail

An inquest will be held into the deaths in custody of Joseph Allan Kiss (25) and Adam Kenneth Reed (30) who died while in custody at the North Bay City Jail. The inquest, announced by regional supervising coroner for the North Region Sudbury Office, Dr. David Cameron, is scheduled for September 2015. Kiss died on March 26, 2013 and Reed died on Nov. 7, 2012.
The inquest will examine the events surrounding the deaths of the two men and make recommendations aimed at preventing similar deaths. It is expected to last three days and around 12 witnesses are currently expected to take the witness stand. The inquest is scheduled to begin September 14 at the North Bay Courthouse with Dr. Steven Bodley presiding as inquest coroner and Paul Larsh as counsel to the coroner.

Reed had been arrested shortly before his death and was set to appear in bail court the day he died. Reed’s family had warned police that the man might harm himself.

Initially the North Bay Police Service conducted their own investigation and the case has now been taken over by the coroner’s office.

Reed had gone to North Bay in early August of 2012 to seek help for alcoholism. There were apparently “complications” at the treatment center he attended and his family was trying to get him back home again before he was arrested. He was remembered as a fun loving guy who loved sports.

Family of Lance Cutarm Sues RCMP Officer who Killed Him, Kevin Krebs

The family of Lance Cutarm (30), member of the Ermineskin Cree Nation, is suing the RCMP officer who killed him during a 2013 traffic stop near Pigeon Lake, Alberta.

On August 3, a vehicle driven by Lawrence Cutarm and his three sons, including Lance Cutarm, was pulled over by RCMP officer Corporal Kevin Krebs. The lawsuit claims that Corporal Krebs became violent with Lawrence Cutarm outside the vehicle, without warning striking him on the head and handcuffing his hands behind his back.

Lance Cutarm and his two brothers, all of whom were outside the vehicle, asked Krebs to stop using force against their father. The lawsuit claims the three were running away from Krebs when he opened fire, fatally shooting Lance in the chest and striking his older brother, Laron Cutarm, twice in the torso.

The claim states that the brothers “were not acting in a threatening manner to Krebs or to anyone, and this use of deadly force was unnecessary, excessive and unlawful.” The suit also claims: “The RCMP members’ conduct constitutes an arbitrary and malicious punishment and a malicious exercise of their authority.”

While criminal charges were initially laid against Lawrence and Laron Cutarm they were withdrawn by a prosecutor in May 2014.

In January, Alberta’s police watchdog, the Alberta Serious Incident Response Team (ASIRT) reported that this lethal interaction with the RCMP started because Krebs pulled the Cutarms’ truck over after a passenger gave him the middle finger as they drove by him.

The family is suing the officer for $650,000.

Myles Gray Killed by Vancouver Police, August 13, 2015

In the afternoon of Thursday, August 13, 2015 (around 2:30) Vancouver Police Department Officers killed a man described by media as being “distraught.” Numerous officers engaged the man and chemical agents were deployed. The man died following some type of physical intervention by officers. The name of the victim was only released on Wednesday, August 19. He was identified by the B.C. Coroners Service as Myles Gray, 33, of Sechelt. The Independent Investigations Office is investigating.
